Regular Monthly Meeting

Minutes of June 13, 2011

West Pennsboro Township Building

 

President Steve Oldt called the meeting to order at 2:00 p.m. with a moment of silent meditation and the Pledge of Allegiance.                                                                 

 

CITIZENS’ COMMENTS          

None.

 

MINUTES                                                                                        

The minutes of the May 9, 2011 meeting were approved on a Parthemore/Sangialosi motion which carried.

 

ADMINISTRATOR’S REPORT

The May 31, 2011 bank balances were as follows: Checking $4,345.04, Savings $3,090.53 and Regional Code MMA $66,772.27.  The May UCC building permit fee commission totaled $1,263.00.  West Pennsboro Township earned $1,010.40 for building permit administration and the WCCOG earned $252.60.   The May Treasurer’s Report and the June Bill List of $16,077.92 were submitted and approved on a Durff/Reeder motion which carried.

 

The Capital Region COG has agreed to permit WCCOG to participate in their road salt contract.  They will advertise for bids in August.  WCCOG members would be billed for their share of the advertising costs as usual.

 

COMMITTEE REPORTS – LEGISLATIVE AFFAIRS

Walter Heine distributed a memo on recent legislation including HB 1271 and HB 1277 which would exempt municipalities from the prevailing wage requirement.  Both bills are co-sponsored by Rep. Bloom.  Rep. Bloom is also sponsoring HB 1648 which would change the annual release date of liquid fuels funds from April 1st to March 1st.  Steve Oldt said the new census numbers could result in redistricting.   President Oldt mentioned that we should be certain to send notices on our positions on legislation to all legislators that represent our member municipalities.  These include Rep. Steven Bloom, Rep. Rob Kaufman and Senator Pat Vance.  On a Martin/Heine resolution, the members voted to have Solicitor McKnight prepare a resolution in support of HB 1271 & HB 1277.  The resolution will be signed by the president and sent directly to legislators to ensure its timeliness.  The motion carried.   

 

STATE & COUNTY REPORT

Stephanie Williams presented the county report.  The Western Outreach meeting is scheduled for Tuesday, June 14th at Hopewell Township.  The model energy ordinance workshops have been very productive.  As a follow-up to discussion at one of the workshops, Gary Martin said MDIA does perform inspections on solar panels and wood burning furnaces.  The County’s Comprehensive Plan will be discussed at this month’s County Planning meeting and passed on to the Commissioners.

 

SOLICITOR’S REPORT

Solicitor Matthew McKnight had no report.

 

 

MUNICIPAL REPORTS

North Newton – Dave Parthemore said municipal work this month included mowing road shoulders, pulling side gutters and preparing Bulls Head Road for resurfacing and Wildwood Lane for sealcoating.  The supervisors adopted an intergovernmental agreement with Newville for police services at the Lions Club Fairgrounds.

Cooke – Sam Sangialosi said Cooke Township will only be able to complete two of five planned road projects due to higher than expected costs. The road crew has been consumed with controlling and repairing gutter washout with the severe rains.  Cooke will be joining Southampton’s trash program in August.

Dickinson – Ron Reeder said the township is redrafting their SALDO and zoning ordinance.  They were pleased to be able to award a bid for 1600 ft of 16” drain pipe for Cold Spring Road to Lane Enterprise, a local manufacturer located at Lees Crossroads.   Bids for widening 2 feet on each side of this road came in 11% higher than last year.  The new trash collection program  is in its third month.  They are working with the trash company to begin citing residents for noncompliance.

Newville Borough – Bill Toth reported the Borough has recently produced a newsletter.  The Fountain Festival is this weekend in Newville.  The borough has signed an intermunicipal agreement with West Pennsboro for a compost program.   Their trash program through Southampton Township will begin in July.

South Newton – Dave Durff  indicated the township is ready to schedule sealcoat projects.  He thanked Rep. Bloom’s office for their help getting electric restored following recent storms which downed power lines.

West Pennsboro – Walter Heine also reported the township has entered an intergovernmental  agreement with the Borough of Newville for a compost facility.  A sketch plan has been received for  a 1.2 million square foot warehouse on the Stambaugh farm.  Cornerstone Federal Credit Union’s final plan will be presented soon.  Sheetz is under construction at the intersection of SR 233 & SR 11.  Revisions are being made to the township’s zoning ordinance and SALDO.  The veterans’ memorial construction continues with an October 1st dedication planned.

Shippensburg Township – Steve Oldt announced the kiddie pool at Shippensburg Township Park on Britton Road is open for the season.  Mowing of road shoulders has begun.

Penn – Gary Martin mentioned the widening of Beetum Hollow Road is underway.  A wearing course has been applied to Lebo Road.  The township has plans to create a passive park on a 3-acre parcel by the Lebo Road bridge.  A proposal has been submitted for a bank across from the new Sheetz at 11 & 233.  Key Logistics has built one warehouse and two vacant lots are set to be purchased by another company.

 

OLD BUSINESS

None.

 

NEW BUSINESS 

Ron Reeder requested he be authorized to attend the PA COG Annual Conference in September.   This was approved on a Sangialosi/Toth motion which carried.

 

The meeting was adjourned at 3:00 p.m. on a Martin/Parthemore motion, which carried.
