Regular Monthly Meeting

Minutes of January 10, 2011

West Pennsboro Township Building

 

President Steve Oldt called the meeting to order at 2:02 p.m. with the Pledge of Allegiance.

                                                  

CITIZENS’ COMMENTS          

None.

 

MINUTES                                                                                        

The minutes of the December 13, 2010 meeting were approved on a Heine/Sangialosi motion which carried.

 

ADMINISTRATOR’S REPORT

The December 31, 2010 bank balances were as follows: Checking $1,400.32, Savings $3,080.39 and Regional Code MMA $58,082.65.  The December UCC building permit fee commission totaled $981.00.  West Pennsboro Township earned $784.80 for building permit administration and the WCCOG earned $196.20.   The December Treasurer’s Report and the January Bill List of $10,868.60 were submitted and approved on a Reeder/Parshall motion which carried.

 

Members were asked to think about the possibility of submitting road salt quantities to COSTARS in addition to advertising for bids.  Another option would be to solicit bids directly from COSTARS contractors in an attempt to get a better price.

 

Resolution 2011-1 was adopted to authorize Bonnie L. Myers, Steve Oldt and Gary Martin as signatories on the Orrstown Bank checking, savings and money market accounts with two signatures required on all checks.  The resolution was adopted by a Reeder/Parshall motion and carried.

 

COMMITTEE REPORTS – LEGISLATIVE AFFAIRS

Walter Heine said that we should be mindful of State legislation which died with the last session.  We need to ensure that legislation on  issues affecting municipalities such as prevailing wages and increasing bidding thresholds is reintroduced.

 

STATE & COUNTY REPORT

Jeff Kelly, Cumberland County Planner, presented the county report for January 2011.  Municipalities must make their ordinances agree with the county stormwater ordinance and adopt an ordinance by March, 2011.  The County Planning Dept. recently emailed ordinance information on regulation of wind turbines.  Other issues the county is providing information on include solar panels and outdoor wood burning stoves.   Gary Martin said if municipalities would adopt ordinances consistent with each other it could make things easier.

 

SOLICITOR’S REPORT

Marcus McKnight asked for a discussion on the landfill’s application for a 1,000 ton daily volume and maximum daily volume increases. Dave Parthemore spoke to this and presented an update.  Walter Heine said he is on DEP’s citizen’s advisory board and believes DEP Secretary Hanger was an environmentalist prior to his appointment to DEP.  He reported that sixty additional people have been hired at DEP just to handle the Marcellus shale drilling issues and regulation.  

 

MUNICIPAL REPORTS

North Newton – The Board of Supervisors reorganized. The Fish Hatchery Road bridge replacement is complete including paving over the bridge and installation of guide rail.

Cooke – No news.

Dickinson – No news.

Shippensburg Borough – No news.

Newville – Bill Toth reported the Big Spring Senior Center Council has been organized with officers and bylaws.  Bill thanked Dave Parthemore and John Epley for their roles in establishing this partnership among Newville Borough, West Pennsboro Township & North Newton Township.  The borough took back a portion of Big Spring Road from PENNDOT from the borough line to Green Ridge Village. 

West Pennsboro – The township has reluctantly levied a .25 mill fire tax effective 2011.  They chose not to enact the Local Services Tax.

Mount Holly Springs Borough – The borough is updating an ordinance on junk/unlicensed motor vehicles.  Yellow center lines have been extended into some intersections to make them safer.  They have signed a contract with the Humane Society.  A resident committed suicide by setting his house on fire.

Shippensburg Township – The township is preparing for the snowstorm predicted for tomorrow.

Penn – No news.

 

OLD BUSINESS

None.

 

NEW BUSINESS 

Walter Heine is interested in sharing our legislation concerns with the West Shore COG.

 

Members were reminded of the upcoming Flagger Training on January on 18th at Dickinson Township from 8 a.m. to 11:30 a.m. 

  

The meeting was adjourned at 3:04 p.m. on a Shildt/Reeder motion, which carried.
